They were probably police officers (perhaps SWAT) as et suggests
SWAT teams frequently wear uniforms that resemble those worn by the military. Soldiers are forbidden by the Posse Commitas Act to perform police functions against civilians except in the most extreme circumstances.
Just because someone says they were soldiers, it doesn't mean they were. Not by a long shot, especially given the level of ignorance about the military among so much of the US population.
