Okay, I can see an executive order demanding another twenty pounds of armor on each soldier, although what I'm hearing on the milblogs is that there's a point of diminishing returns on what you can carry around in that heat.
But I don't quite see how John Kerry, whatever omnipotent powers he may possess, could keep a plane from accidentally bombing a civilian target on the battlefield.
