First, they're working to reduce the weight and volume production will likely reduce the cost. However, keep in mind that the 18 pound figure includes an integrated night vision system (connected to goggles on the shooter's helment, literally allowing someone to look and shoot around corners without having to expose his head or body) and a 20mm grenade launcher. That grenade launcher is tied to the rangefinder - you can dial in the range you want the grenade to explode, such as an airburst over a trench or just inside a window. Right now, about the only things that can do an airburst over a trench are some artillery rounds and perhaps some mortars. The new weapon will give that capability to average grunts on the ground.
When you take an M-16 and add a sling, M-203 grenade launcher, ammo, and a night vision system, it turns out to not be much lighter or less expensive than the new system. It also turns out to be much more prone to jamming, as I learned firsthand when I was in the infantry, and with a much lower rate of fire for the grenades.
