Brussels has lots of foreigners and you could get along with only english and not knowing french or flemish...Antwerp would perhaps too be doable with only english, but not as easily as Brussels.
Acquiring the Belgian citizenship would be kind of tough...Having Belgian ancestors would not be a criteria to accelerate citizenship, I believe.
You need to reside 3 years before you can be naturalized Belgian..There the case of an american who's parents are belgians.

It also depends at what age naturalization is wished.
