Blinding weapons
You can blind someone with a hand grenade, a rifle, a pistol, artillery and mortar rounds, etc. Just about any weapon used in war ends up blinding some people. They're not prohibited weapons.
Now, if the sole purpose of the weapon is to blind someone (say a chemical agent or a laser too weak to kill but strong enough to blind), I agree that would be different and would probably be prohibited.
