The only way to reconcile the inconsistent things that Bush, Gonzalez, Rockefeller, General Hayden, and the leakers have said is to assume there is more than one program and they have different qualities. I think that the administration is now deliberately referring to one particular program that is less controversial than another one. I think that earlier the administration referred to another program.

Only 2 things support this gut feeling of mine:

1) As noted above, inconsistent descriptions of the program, and
2) In the hearing the other day Gonzalez (slipped and?) said: "The program I am referring to...".
