I am serious. It would be a typical NASA kind of ill-thought out justification for maintaining the status quo.
The Shuttle should be converted into robot freighters - preferably one-shot Shuttle-Cs - and the Station given some big, fat modules with the remainder of the cash saved. Make it a serious space-port for Next Gen private vehicles to service. CEV should be reserved for missions out of LEO since it'll have the heat-shield for direct entry returns.
