If he cares so much - what exactly is he doing about the two most extreme threats to the US? Global warming in the long term and avian influenza in the near term? Far, far more important than terrorism. As are the economy, health care, education, etc, etc...
Ask which topics can generate the most politcal capital - that's what Bush cares about.
