There was more orderly violence under Saddam.
Not random shootings and bombing, but just the ordinary, orderly murder of hundreds of thousands by Saddam's death squads. The death rate from violence in Iraq under Saddam was certainly HIGHER than today. The difference was that, in Saddam's rule, it was all kept quiet.
