I would guess poorer people won't be back.
Renovating housing affordable by poorer people may well be prohibitively expensive, and since poorer people rent as a rule they may just find rentals elsewhere with public assistance.
For an owner-occupied house to be renovated would be much easier.
I would bet the demographics of NO has changed for at least 10 years.
