I heard they may be looking into neglegence involved.

If that's a fragging, it sounds like it was done from above not below.

(fragging is usually when a subordinate kills a superior).

It may be the the reason Tillman's family has been getting the run-around from the DOD is because the DOD has been getting the run-around from those who were involved in the incident. So an investigation is a good call at this point.
