There are only TWO rational choices on New Orleans.
1. Abandon all of New Orleans that is below sea level and protect the rest with a high flood wall.
2. Build a truly massive and extremely high flood wall to replace the current and ineffective system of levees. (25 meters above sea level, 100 meters thick.)
My prediction: Neither will be done. Instead, they will put things back exactly the way they were before (with some slight repairs to the levees) and the same thing will happen the next time a category 4 hurricane comes along the right path.
Never underestimate the power of stupidity.
