"Do you think anybody will be dumb enough to ride out the storm if it does?"

Katrina has proven, beyond a shadow of doubt, that there's a certain percentage of the population who will ride it out for a number of reasons.

FEMA needs to eliminate or reduce the number of reasons for people staying.

Here's one popular reason: "They wouldn't let me take my pet with me so I'm staying here with them."

This is FEMA's oversight and they have supposedly made a change to this situation.
