After it became public.
You don't think the neocons are spying for domestic political advantage?
"The original NBC News report, from December, focused on a secret 400-page Defense Department document listing more than 1,500 “suspicious incidents†across the country over a 10-month period. One such incident was a small group of activists meeting in a Quaker Meeting House in Lake Worth, Fla., to plan a protest against military recruiting at local high schools."
By the way, the "war on terror" has WTC, and then the American invasions of Afghanistan and Iraq. That's about it.
And, the "war on terror" has guaranteed more terrorists, more attacks on Americans, more problems. And, an American which can't afford such stuff as school lunches, Mars, student loans, health care for the poor and elderly.
Osama has to be laughing his head off at the way Bush fell into his trap.
Counter-productive.
