What is cool is that the Iraqis played the most important part in the plan. Which is probably why it was DOA. I wonder how difficult it would have been to get the Iraqis in Iraq to sign on.
A few highlights from the Overview:
"truth-and-reconciliation process
plans for job creation
transparency and accountability in public expenditures
restore confidence in domestic finance
fundamental importance of clean water supplies for Iraqis immediately after transition
Expect need for urgent environmental assessments in hours after regime change in Basra and Baghdad
stressed importance of restoring electricity and water immediately after liberation
Iraqi armed forces need to be structured to be able to defend Iraq without threatening Iraq's citizens or neighbors. Military will need to be down-sized considerably (as opposed to abolished)
DDR will be crucial to ensuring former soldiers are re-integrated into society and are not swept up in organized crime.
civic education programs for ordinary citizens on their rights and responsibilities.
early, internationally run census
independent anti-corruption task force (an Iraqi Guiliani Commission)
permanent anti-corruption commission
Iraqi civil society will need many groups, e.g. civic education, human rights, women's rights, youth, veterans, and survivors of chemical attacks - seed money and technical assistance for startup important."
Oh man! We really did have a plan.
