There'll always be turf wars. Partly just human nature, but maybe it's also inherent in a system designed, on the large scale, to balance interests and generally null them out. On one hand a more efficient government sounds good on general principles, and it'd certainly be more cost-effective; but on the other, the notion of a very efficient government brings to mind unpleasant associations like "making the trains run on time". There's a time and place for efficiency and productivity, and other times and places when a little slack in the system leaves room for intangible human concerns. Not everything can be reduced to a spreadsheet formula.
