What reasons do give for there being a civil war as compared to say 1 year ago when the terrorist actually held some areas under their control and had sympathy from some of the Sunni leadership?
I think we have had a test of Iraqi leadership recently, but seems to me that they have shown neccessary courage to lead their country.
Meanwhile Coalition forces continue to hand over miltary responsiblity for Iraqi forces to control independently various regions. And probably by this summer this process will be near completion. The Iraqi police forces is probably the next priority and will take longer. Plus an Iraq miltary that can confidently protect Iraq for external threats is probably longer term project- specifical air force and naval. Much of all this will depend upon how much resources the Iraq government decides it wants spend on security forces and the equipment they will need. And the specific relationship Iraq will have with countries in the region and coalitions force presently in Iraq.
