Second hand smoke in a workplace is a killer.
Creates heart disease....proven.
Several people chain smoking in an office can give other people cancer even over the years.
You must be a smoker, I detect the imposition that new laws limit where you can smoke. I'm highly allergic to cigarette smoke and think the new laws are great; but think it's a good move to make smokers go outside or to a lounge...it should heighten their awareness how unhealthy it is. Hey, if you smoke, you ought to think about giving it up. 20-30 years from now you'll be sicker than your counterparts and on twice as many medications. 40 or more years from now your end of life will be difficult if you're a smoker.

This is not the same as someone sitting next to you and having a drink.
THAT won't harm you. Sure you can say that the person MIGHT be dangerous, if he's had enough, but the odds are against it.
As a society, I think we tend to be a little more "alcohol-aware" than we were 10 years ago, getting designated drivers or staying in when imbibing.
