the slaveholder could be forced to provide quality living space for the slave and his/her children.

And he could be forced to pay a slaveholders tax that would be used to educate the slaves children.

It would be good for everybody...

OK...I know we need to come up with a politically correct term for "Slave". We can't have true slaves in the modern world.
