hey i also just bought a 1983 imperial boat. i had a 70hp mercury on it and it did the same thing. i took it to the local repair shop and they said the compression was way off throwing everything off. they said i would pay more to get the engine rebuilt then i actually paid for the boat. i had to buy another outboard. that might be your best bet but i dont know.
