The use of such a weapon would have to be viewed as a prelude to war. China is working on this technology. I honestly see no use for the COIL lasers other than military... except- possibly- to remove orbital debris.
Only a few countries could build such a laser, so the culprit would quickly be identified... If a sat gets blasted in line of sight of China, you are not going to suspect Vietnam...
