Sanitary waste is discharged from airliners in very small amounts, which usually evaporate before they hit the ground. Occasionally, either due to equipment malfunction or just plain dumb luck, a large blob of frozen concentrate builds up until its own weight and the slipstream cause it to fall off, creating thr phenomenon we seem to be considering here.
It's unlikely this will ever be considered a problem until a) someone gets hurt or b) someone sues.
