The FAA will very probably require a secondary and completely independent life support system for individuals in pressurized spacecraft that travel to orbit (maybe even just to space).
For lack of better words let us call this system a spacesuit. So tourists will already be wearing intercraft pressure suits and will already be trained to use them. The training is not that hard to condense and the problems are over blown. A two bladder suit which is reasonably fool proof can be made at a very reasonable cost. So the next step is to EVA for a short but exhilarating experience which will be worth the millions spent!
These tourist folks will pretty much be starfish shaped beach balls on a tether in the hands of trained Zero-Gee tourist herders on EVA.
