If someone wanted to kill a person during a spacewalk I'm sure they could.
The point I would make is a person can be killed anywhere with almost anything including with a wet noodle in bed.
A Tourist wouldn't be given the chance to kill another person and an EVA employee/Tourist herder wouldn't be going around killing people either (hopefully).
A note: Other possible features to a Space Tourist Spacesuit would be mittens not gloves and automatic secondary bottle of oxygen with a sedative it the mix.
