So you want to take the MER design, and add RTG's.
RTG's are quite big and heavy, so will require a larger rover (or the thing's just going to fall over backwards)
Thus it's much heavier, and the EDL engineers are on record as saying that the Chute-Airbag-RAD technique will not work for heavier payloads.
So you need a new EDL seqence.
Hmm - larger rover, RTG's, New EDL.....what do you know..it's MSL ;)
