Do you have a link to the launch info?

Bigelow's site say's a launch between July 6, and July 14.

I couldn't find anything else except this from a Russian launch manifest.

Here's hoping you're right, and wishing great success to the mission.

I could be wrong, but I can't find a single launch failure of a Dnepr-1, (Converted Soviet era R-36M ICBM, NATO designation SS-18)

There was a launch abort back in 2000 due to first stage pressurization failure though.

You may be thinking of another Soviet era Nuclear missile converted to space launch vehicle, the VOLNA, based on the R-29R SLBM carried by Delta III Submarines.

The VOLNA hasn't done very well.
