You think war on terror equals Afganistan? Well, for all I know Robert does too, so it is up to him to confirm or deny. I certainly do not.
About your "myth" I think I have to agree with you that Bush was dead set against sending American troops or any allied troops to Afganistan. No one can prove why this was so. Preferred invasion of Iraq is a possibility, but we won't know for sure till we torture the guy (jk). We certainly do know that an invasion of Iraq was on his radar within a very short time of 9/11.
On the other hand, he certainly (stupidly) refused help from our allies when we ran the Afganistan campaign. So maybe that's an indication that he thought we were doing it in exactly the right way with exactly the right forces. Again, stupidly. Dunno.
When doing a classical interdiction, more forces allows you to do two things:
1) Draw lines that are longer, and 2) Draw lines that are deeper (more proof from penetration). In Afganistan both of those would have been great improvements.
Further, in Afganistan another fact comes into play: The Afganis that provided almost all of the ground forces were demonstrably bribable and in some cases downright sympathetic to the people we were trying to catch.
