No, I've never heard of George Harleigh either, I'm glad so much effort went into proving he doesn't exist, it kept the researchers from other mischief. In the 70s a long speech allegedly made by Adolf Hitler was circulating because it sounded so much like the rhetoric coming out of the Nixon White House. It turned out Hitler never said those things, but the propagandists made their point.
I'm also very relieved that there was no one in the Nixon Administration who was trying to subvert the Constitution.
Why a flywheel? Because it provides inertia to smooth out the jerks and starts of a political system under stress. It's the same role a flywheel performs in a reciprocating engine. Constitutions need to be changed, but not too often or quickly, and only during cooler moments after reflection and debate. They're what we rely on to hold things together until we decide what we need to do. I'm all in favor of them.
Incidentally, did you know the pretty little graphic decorating that website (not the sculpture, the background) was stolen from a painting by Maxfield Parrish, and is still under copyright?

It's not a piece of paper, it's a flywheel.
