They cannot use any force, for instance. That's why they are commonly called observers. And they are mainly positioned on the border to report any incursions - in either direction.
As far as sexual abuse etc., I detest being responsible for what the (were they) marines (?) did to that girl in Okinawa. Does it mean the United states Armed Forces are immoral and should be abolished? What's the difference?
