Generally speaking I think a case can be made that both Syria and Iran could easily be charged as war criminals. And since Syria is just a puppet, I think Iran should responsible for most of the monetary damages of this war. And actually getting the money could targeted at those more responsible parties who import their oil.
Since we probably going move on international sanctions for Iran's violating NPT, I think the sanctions should an impose tax of say 25% and resulting funds be available to pay for these damages.
