There was no military conflict. Hezbollah decided to attack. I doubt they correctly calculated the response.

Perhaps if there was some effort by palestinian authority to prevent suicide bombers from blowing up Israeli school children they wouldn't suffer consequences like these. But when the palestinian authorities encourage terrorism then the should expect repercussions.
