Shutting Down Alaskan Pipeline...fact or fiction?

Is this an attempt to raise crude oil prices higher, or is there a true problem with the pipeline? Severe corrosion or a ploy ? And 16 miles to be replaced? WOW! I thought that the lifetime of those pipes was 50+years, and since it's about 30 years since the oil flowed, well, maybe BP is jumping on the price gouge train.
