No, blame Louisiana politics.
Nobody is just going to pass out money without knowing in advance how it will be spent. The Louisiana political bodies (City, Parish & State) have the responsibility to issue such plans. They have not done so. There is nothing that the Federal government can do about it except wait, which is what is being done.
If the victims are so goddamn stupid as to fail to specify what the money will be used for, they don't deserve it. If their elected officials can't decide how to spend it (or steal it), then there is not going to be any money.
