against the local thugs. These groups can not operate in a vacuum. They must come in and out. If neighbors were interested in stopping them, they would anonymously inform the Iraqi government. Since they don't, I presume that they LIKE the present situation since nobody is willing to compromise and each group hopes ultimately to gain absolute power.
