Peace with their group in power. Or, maybe they are simply scared of being killed for informing.

The Bush administration has failed miserably on the security issue. It seems to me now that they clearly needed more troups as McCain has said all along although I was not convinced initially. The number of times they have cleared areas only to let terrorists take back over and kill any informers is probably a good reason Iraqi's keep their heads low.
