Well, my understanding was that it was thought to be electrostatic, since the winds weren't perhaps strong enough to blow off particles that were clinging via static?
But that's just one interpretation among a few. So, who knows. Itherway, the panels have been "dusted" a few times, which is fortuitous. :)
