First, I wonder what they are providing security from.

Second, the "monthly average". Apparently the "monthly average" as published included all deaths from violence, not deaths from cherry-picked types of violence.

And the big fraud is that the people WEREN'T safer. Despite what they said, despite the increased troop numbers.
