The earth's ocean-atmosphere system is a highly complex and poorly understood collection of interconnected feedback mechanisms. The idea that we can deliberately intervene in it in the hope of generating a positive effect is just as irresponsible as the belief that we can continue interfering with it because we are not certain it is has negative consequences.
