Small investment . . .
Small investment, if you go into the wilderness and "find" a pre-built movie set.
I chanced to see Ron Howard's first film, more of a home movie with a minor plot, starring his girlfriend at the time as the ghost, and his little brother Clint as a sort of wandering hero. Ron said the family was on a picnic drive and happened upon a ghost town, the perfect setting for a non-scary ghost story movie. With costume and camera, they went back. It was a 15-minute skit, well done for a first attempt and a nice addition for an early resume, complete with ready-made sets.
