Not sure about "slow motion." The NASDAQ turnaround was pretty abrupt.

The tech crash fed into the overall dot.com collapse to a large extent.

To be fair, while the market crashed on Clinton's watch, with the single possible exception of his administration constantly gunning for Microsoft, as far as I can see he really had nothing to do with it.
