I use Chrome too, but don't have the problem.
I don't know that clearing cookies will help, but you can clear the cache using the adjacent checkbox: In Chrome (and Firefox), give the traditional three-finger salute--ctl+alt+del--or go through the menu, settings to advanced settings to the button "Clear browsing data...". In the popup window, check "Empty the cache". I generally have all the others unchecked, because I don't want to lose all my stored passwords and form data.
There are ways to force all browsers to download the message every time, but it's inefficient. In the normal course of things, the browser will ask for a last-modified date for a cached file, then will download to get an updated message. Thus, your problem is anomalous and I'd rather fix it than change the site for all users.
