To supply Florida with the National Guard for "terrorist acts" and "natural disasters". It's odd timing though, wouldn't you say? Just three days before 9/11?
Natural disasters such as hurricanes don't start in September, hurricane season starts June 1st. And this was before Hurricane Charlie, Ivan, Frances, Jeanne, Wilma, Dennis, etc...and all the other biggies that crippled Florida in later years.
