And if Tenet or Black could deny it believably, they would have. Under pressure they may come up with something, but this is way, way downstream. The WH would have been after 'em before now.
Which makes more sense - Woodward to make it up, entirely out of whole cloth, and then print it with his name on the book,

You're talking about the National Security Advisor who claims to have not even considerd the possibility of terrorists flying into WTC when apparently everyone else did.
Woodward is more believable, by far. She's impeached herself too many times.
