Someone try to pull a stunt like that in LA and they'd probably be arrested by the PoliCe for disturbing the PeaCe - if they are lucky. I once saw a gang beat up an Al Jolson impersonator who was far less offensive...I distracted the gang for a moment and when they turned back to their victim all they saw were patent leather tap shoes running into the distance and clicks echoing off the concrete.
