It sounds to me like the equivalent of setting up a printing press and making your own money. You just tell the people you buy stuff from it's counterfeit and pay them a premium to look the other way. The only people who really understand it all are the ones who work in the industry: financiers, bankers, brokers, economists, politicians, etc, and they have no incentive to publicize the fact that the Emperor is nekkid.
When the house of cards finally collapses, you have a depression.
