I think Powell would refuse based on his treatment as Secretary of state. I think he would put duty ahead of personal feelings, but it's a question of being able to do the job effectively in a hostile environment. I'd be thrilled to be wrong. Give me Stormin Norman or Powell who can actually win a war in Iraq.
