Good, but Ground infrastructure is irrelevant
Pouring cement at ground level is always cheaper than technology in something you have to mlaunch into space and return, so no matter how big a runway and towaer are required, they're cheaper than putting mass and technology on a spacecraft.
Also, you get dual usage. The runway can be used for other purposes when it's not landing space vehicles.
