And the ideology is the neocon idea that you can sucessfully kill and torture your way to peace and harmony.

Neocons just love "collateral damage", which is what the Baker model proposed to minimize. Bush & Co. think that by maximizing "collateral damage" that terrorists will be cowed. What happens is that they have spawned terrorists.

Bush is correct in one regard, however. He has sown terror and hate, and the US will reap it. Buddhists call it "karma".
