a theory is like a suspect in a criminal investigation. After a cursory examination of the data (evidence) suggests a possible perpetrator, that individual focuses the investigation on himself. Additional evidence is collected to hopefully solve the crime, using the known facts about the suspect to suggest further investigations. At the same time, an honest cop will constantly seek out evidence which might exonerate the suspect, while trying simultaneously to find ways to contradict that evidence. As the case builds, it may become so convincing that it is difficult to conceive of any other way that the crime could have been committed, that the suspect is indeed guilty.
Sometimes the process doesn't work, the guilty man goes free or the innocent condemned, but if the procedure is followed honestly it works most of the time. But it's still better than condemning someone because they look guilty, or everyone thinks they're guilty, or because he was guilty before, or any other anecodotal evidence of that sort. Pseudoscience is a kangaroo court, a lynch mob, vigilante justice. a frame by a crooked cop. Maybe sometimes it gets lucky, but it is no way to get to the truth.
