Halton Arp is not a flake or an anomalist, he is a respected scientist with much valuable work to his credit. But that doesn't mean he can't be wrong. In this case, he and his small band of followers has taken on the entire cosmological establishment. Perhaps he is right, and if he is it will be wonderful because it will mean that we will have made another paradigm shift away from error. But I don't think either of us is qualified to make that determination. The answers will have have to come from his peers, and ultimately, the observations.
The one thing we must never do is decide what the universe should be like because it seems more reasonable or more logical to us. The universe does not care what we think.
